Me for the Broadband

 (I hereby share the statement of purpose for the course on HOW TO ENGAGE IN BROADBAND POLICY AND REGULATORY PROCESSES Organized by LIRNEasia and Centre for Culture, Media and Governance, Jamia Millia Islamia University (with support from Ford Foundation) which I have been selected for.

Paul V Mathew is an MBA graduate from Mahatma Gandhi University, Kottayam  works as the Consultant on Sustainable Development in Kochi. Green Life India Innovations that he founded and works with is focusing on inclusive, sustainable and justifiable growth in rural regions of Kerala. He was the State Team Leader of Responsible Tourism, Government of Kerala which bagged a couple of national and international recognitions. His tenure as the Project Officer at Radio MACFAST 90.4, a premier community radio in Kerala made him to closely interact  with community radio activities and policy makers in the field of Information, Communication and Technology (ICT). He has also published a few papers on the importance and impact of community radios (CR) in India. He is the recognized facilitator of Ministry of Information and Broadcasting for the promotion of CR  in Kerala and his expertise on the programing and outreach structuring is instrumental for the growth and development of Community Radio's In Kerala.
His organization stands for effective governance and social causes.

As a person hails from the hinterlands of a rural village, he always love to work for the benefit of common people and this realization equipped him to move progressively towards the direction of Sustainable Development. He also used the online platform for sharing him strong views and promoting his policy advocacy. He has graduation in Chemistry and participated various social development and youth empowerment programs all over India. Currently he is also doing PhD at the Cochin University of Science and Technology (CUSAT), Kerala in the topic 'Responsible Business and its impact on Community;  

Information Communication and Technology (ICT) is being considered as the veritable game-changer in this era which fastens people and reduces distance. The role of technology in developing countries is often consider as the panacea for multitude of issues. Though our government has myriad plans, projects and schemes for its citizens, lack of awareness, empowerment and ignorance drag them to the drift of helplessness. The leakage of food, money and energy is also a big concern for energy and capital deficit countries like India. At the same time negotiation of people towards most ambitious projects like ADDHAR reflects their misconceptions towards governance that push our system to a more fragile situation. Albeit, 65% of Indian people have phone connectivity, we are not yet explored its opportunity to reach them. I firmly believe existing communication media is suffice to meet our communication and awareness requirements, if use it in a proper and  right way with will power and determination.  
Also potential of internet and broad band is even higher. It is very heartening to see our National Telecom Policy - 2012 which says “envisages leveraging telecom infrastructure to enable all citizens and businesses, both in rural and urban areas, to participate in the Internet and web economy thereby ensuring equitable and inclusive development across the nation.”
As broadband connection has strong correlation with growth and development of countries, we have a far way to go. India ranks behind over 100 countries, in broadband penetration –fixed or wireless and only 10-15% of India’s population uses Internet, placing it behind 90 developing countries .

As e-governance, s-governance and m-governance are emerging as the new area of scope, we should put our heart and soul to make our development all round. Issues of health, education, infrastructure, sanitation, livelihood etc. can be addressed and solved effectively through the effective utilization of ICT. In order to ensure this dream come true, we should build a conducive eco system for broadband, strengthen carriage and infrastructure, investments, technolgy, skills, regulations, private support and many other things. 
We also faced a certain issues on the waiving of spectrum fees and TRAI regulations which also should be deeply discussed and debated.
Finally, I firmly believe that the course Broadband Policy and Regulatory Processes will help me to learn more on how we can address these issues and how we can achieve our objectives. As an young India, it is my pleasure and privilege to contribute at my level for a noble cause.
