At Last JPC Announced ?

After a long tug of war and war with toung, the belligerent comes to an end by announcing JPC.  In the midst of nexus of scams and frauds like Common wealth games, Adarsh flat, CVC appointment, Foreign money squander and tax evations, SPECTRUM'S, Kerala Kala Vallabhan Radhakrishnan former CJI................. what else it prolongs.  Literally UPA II surrendered in front of Opposition demands.
Now come to the point of our discussion. What is JPC, its proceedings, history.

Joint Parliamentary Committee is appointed to look, inquire into particular matter or subject or fraud, something which is important for nation.
How it can be formed ?
Joint Parliamentary Committee is formed when motion is adopted by one house and it is supported or agreed by the other house.
Another way to form a Joint Parliamentary committee is that two presiding chiefs of both houses can write to each other, communicate with each other and form the joint parliamentary committee.

How many members in JPC ?
Number of members in JPC can be decided by simple rule that Lok sabha members need to be double that of rajya sabha in JPC. Reason for this is that the Lok Sabha members are double compared to Rajya Sabha.
Example –
If Joint Parliamentary committee has 20 Lok Sabha Members then 10 members will be from Rajya Sabha and total member of JPC will be 30.

Then before going to the JPC;s in India, You Know............Many times earlier also JPC has been formed but its decisions have never been implemented seriously.

On August 6, 1987 the first JPC was instituted to inquire into the Bofors contract
on a motion moved by then defence minister K C Pant in the Lok Sabha.
The JPC submitted its report on – 26 April 1988
India got nothing after JPC in this case.
In this JPC inquiry opposition parties boycotted this inquiry and report was tables but again opposition parities rejected the JPC committee report.
Indian tax payer’s money and time was wasted.

The 2nd JPC was formed to inquiry into Harshad Mehta scandal.
The recommendations of the JPC were neither accepted in full nor implemented by the government of India.
Again 2nd time Indian tax payer’s money was wasted and time was wasted.

3rd JPC was set up to inquire into Stock Market Scam -
Ketan Parekh’s role in rigging the share market was exposed.
Chairman of this committee – BJP member Lt Gen Prakash Mani Tripathi
Report Submitted on – 19 December 2002
What happened after this JPC report?
Report was not implemented
Again tax payer’s time and money was wasted.

4th last JPC was formed to inquire into pesticide residues in soft drinks, fruit juice and other beverages and to set safety standards.
Committee Head was NCP chief Sharad Pawar
Submitted Report on 4th February 2004
Committee found soft drinks got, contain pesticides.

But again we Indians got nothing again waste of time and waste of money and again we demand JPC without demanding changes in JPC working and JPC powers.

Please remember the laws are made in such a way that today or tomorrow or day after tomorrow any JPC or PAC may be formed we Indians will get nothing.
The rules are made in such a way that criminals should enjoy them.
And honest people should fear them, without doing anything land up in jail.

Bofors (1987)
A joint Parliamentary committee was set up into the allegation that someone in the Congress had accepted bribes to buy the Bofors ‘shoot and scoot’ guns. Rajiv Gandhi was the Prime Minister and the Opposition alleged the trail went to him. The Opposition campaign was strengthened when finance minister V P Singh joined forces with them and quit the Congress. Finally after regular disruption of Parliament, when the government finally did accept the Opposition demand for a JPC, the Opposition parties boycotted the committee on the grounds that it was packed by the Congress. The JPC report was laid in parliament but was rejected by the Opposition.

Do You think JPC Required:

Securities and banking deals (1992)
This JPC was set up in 1992 after allegations were made that ‘big bull’ Harshad Mehta had diverted funds from public sector Maruti Udyog Limited (MUL) to his own accounts, and had been unable to square accounts, provoking a record 570-point fall in the Sensex. It was only in October 1997 that the Special Court set up to hear the securities scandal-related cases could approve prosecution on 34 charges brought by the Central Bureau of Investigation (CBI). CBI in all filed 72 sets of charges relating to criminal offences, while 600-odd civil cases proceeded alongside. Of these, so far convictions have been secured only in the case of four. In September 1999, Mehta received a four-year sentence for defrauding MUL. But the recommendations of the JPC were neither accepted in full nor implemented.

Share market scam (2001)
Ahmedabad-based cooperative bank, Madhavpura Mercantile Cooperative Bank (MMCB), faced a run on its deposits because of heavy exposure to the stock markets. MMCB had a big exposure to the stock market through Ketan Parekh. The bank, in collusion with Ketan Parekh, issued pay orders without the backing of sufficient funds. Ketan Parekh, in turn, used this money to rig up the prices of shares. This nexus went unnoticed for almost a year but was broken when MCCB failed to honour the pay orders that it had issued. A JPC was ordered, which recommended sweeping changes in stock market regulations. However, many were diluted later.

Towards Knowledge economy

Excerpts my Paper - Kerala an education destination in association with Rev. Dr. Abraham Mulamoottil
Towards Knowledge economy
As mentioned earlier trigger a knowledge revolution is a need of this hour and Kerala towards a knowledge economy should be our tagline to achieve the target of education destination. All states measure its capacity on the basis its knowledge, skill and man power. Strategies to tap these resources have great relevance. A state like Kerala – a rapidly growing economy, demographic advantage and large pool of young people, strongly recommend to triggering a knowledge revolution in the state. Dr. Manmohan Singh, Prime Minister of India said, “The time has come to create a second wave of institution building, and of excellence in the fields of education, research and capability building so that we are better prepared for the 21st century.” To tap the untapped resources and opportunities, it needs a focused approach and a knowledge-oriented paradigm of development. This knowledge revolution will ease the effort towards knowledge economy and fulfill the dream of an education destination. This involves a significant improvement in existing systems of knowledge as well better avenues for knowledge development. It is more vital to make this effort participatory to ensure equitable access to knowledge across all sections of society. A ubiquitous effort for knowledge revolution will augment domestic research, innovation and facilitates in every sectors like education, health, agriculture, industry etc. this efforts will strengthen the education system and reforms the practices/curriculum existing.
“The idea of the knowledge driven economy is not just a description of high tech industries. It describes a set of new sources of competitive advantage which can apply to all sectors, all companies and all regions, from agriculture and retailing to software and biotechnology”
(New measures for the New Economy, report by Charles Leadbeater, June 1999).

National Knowledge Commission Terms of Reference Build excellence in the educational system to meet the knowledge challenges of the 21st century and increase India’s competitive advantage in fields of knowledge. Promote creation of knowledge in Science & Technology laboratories. Improve the management of institutions engaged in Intellectual Property Rights. Promote knowledge applications in Agriculture and Industry. Promote the use of knowledge capabilities in making government an effective,
transparent and accountable service provider to the citizen and promote widespread sharing of knowledge to maximize public benefit. Kerala is highly networked in a small area with different communities, religions and groups. Additionally vast spread of specialized Keralites all around the globe and lively communication mediums are advantages of Kerala economy. These Non Resident Indians will become our representatives and ambassadors throughout the globe when the knowledge economy emerges. High quality manpower, substantial basic education and professional institutions will play a pivotal role in knowledge revolution. A multidisciplinary approach with core competency training and industrial experience in education are the essential requirement in the step forward.
A knowledge society consists of individual as well as institutions that can provide efficient innovation system, research centers, universities, think tanks, consultants, and other organizations. It comprises of educated and skilled man power that can not only tap the growing stock of global knowledge but assimilate and adapt it to local needs, and create new technology. Information and Communication Technologies (ICT) can facilitate the effective communication, dissemination, and processing of information.
The concept of knowledge society put forward the notion of – ‘it is not degrading but multiplies while we sharing knowledge’. This 'knowledge revolution' promulgates investment needs in science and technology, research and development and knowledge innovations which lead to the overall development. An increased focus on knowledge will strengthen the economic and social development by providing more efficient ways of producing goods and services and delivering them more effectively and at lower costs to a greater number of people. It will act as a medium to bridge the gap between countries as well as communities. The pace towards knowledge economy will catalyze not only government but also the private players to compete with developed countries in the wake of globalization. Additionally it stimulates investment in welfare, human capital, effective institutions, relevant technologies, and innovative and competitive enterprises.

A qualitative approach to education

Excerpts my Paper - Kerala an education destination in association with Rev. Dr. Abraham Mulamootti
A qualitative approach to education
Contemporary world is highly sophisticated and networked with outstanding global technologies which equipped us to go beyond boundaries. It bridges lacuna and reduces geographical divides among countries and people. Now everyone can access resources of world simultaneously without any restrictions. This fast moving technologies and developments tempted us to look education from all angles and forced us to go for a flexible and multidimensional educational approach which focuses on quality rather than quantity. Along with the concept ‘core competency’ a multidisciplinary approach is a need of this hour. While mastering in one field, our education system should be competent to produce human resource with a multidisciplinary approach which abates the inefficiency to link each other. This will preclude the degradation and demarcation of existing pattern and keep our systems away from obsolescence. The revolution in the field of Information Technology has made virtual system as an integral and indispensable part of education. It enhances the opportunities of research and development, accessibility and easiness of education. In the context of these developments, the concept put forward by this paper gives emphasis on quality education rather than simply Right to Education. In order to achieve quality and acquiring knowledge, our key strength should be on high-tech IT infrastructure. It plays a pivotal role in the functioning of all systems and its integration. All the institutes emerging in this knowledge era should highly IT-centered. Research and Development is the another key area which is to ensure quality of education. It strives to encourage scientific thinking among students, providing them an opportunity to understand the nuances of scientific research. Emphasis should be on acquiring knowledge and cultivating the right scientific temperament as well as developing technical skills by providing specialized in house trainings. Incumbent and Students can get sufficient research, industrial and corporate exposure by taking them to industrial visits. This will help to mold a corporate culture among students.

Undoubtedly let’s state that aim of our education is not to create ‘book eaters’ or ‘techno savvies’ but to achieve the aim ‘perfect person in a perfect society’. The true purpose of education is not only just imparting knowledge but also encouraging personal empowerment of every individual with the desire for self development. Key objective of our education should be not to translate knowledge into economics and lucrative jobs and business but to satisfy every individual thereby achieve the quality of life too. Ultimately transforming manpower in to ethical and competent professionals who would be assets to the society will be our new vision. Right attitude, focused approach and planning have utmost importance in education. Career Management Centers, Counseling Centers, Discussions forums, enhanced Training and Planning table are the necessary elements to achieve sustained growth. This will pave a way to encourage growth of the mind, development of character, discipline, and ethical thinking. While thinking about the concept of ‘knowledge society’ where knowledge is shared freely, its basic foundation should be in our mind; knowledge is never lost on sharing - it only multiplies. This emerging concept provides impetus to the betterment of society and the individual. Institute Industry alliance and collaboration/alliances are another important areas. This is essential to update technological developments and create a corporate thinking and mind among individuals. Establishing a link with the industry and research worlds even while acquiring academic knowledge and skill is now fast becoming a necessity to ensure good employability. Innovative efforts and initiatives to bridge the Industry-Academy divide, Entrepreneurship Development, corporate dynamism is the significant components to achieve the target of quality education.
In keeping with India’s Vision 2020, “Our future depends not on what will happen to us, but on what we decide to become and on the will to create it”, students are equipped to be the change agent that will revitalize and sustain this revolution. This proposed approach for quality education leads to inculcating a flair for leadership, dynamism, courage of conviction, and unwavering commitment to excellence - all qualities necessary that will take our nation to new heights.

China to Build Rail on India’s Northeastern Border

Oct. 15 – In addition to extending its rail service from Lhasa to Nepal, China also plans to expand its rail line to Nyangtri, a city located right on the border of Arunachal Pradesh.
Most of Arunachal Pradesh is currently claimed by China as a part of South Tibet. Its existing northern border reflects a 1914 treaty held between the United Kingdom and a Tibetan government, but the treaty was not enforced by India until 1950, and has yet to be recognized by the Chinese government at all.
Nyangtri is also where the Brahmaputra, a trans-national river that originates in Tibet, may be diverted northwards by the Chinese.
Strategic affairs expert Brahma Chellaney told India’s The Economic Times that the rail link to Nyangtri has serious geopolitical implications.
“The building of the railway to this area is significant because of two reasons: China has unveiled plans to construct there the world’s largest dam which will be more than twice bigger than Three Gorges Dam, now the world’s largest dam, and also because it will strengthen China’s rapid military deployment capability in the eastern (Arunachal) sector,” said Chellaney, adding that with the building of this rail way, China will be in a better position to rapidly deploy forces to its western-most territories.
