In a February 2020 judgement the supreme court asked the political parties to specify why other individuals without criminal antecedents could not be selected as candidates. In 2019 as many as 43% of MPs had criminal cases pending against them. A very recent report by Association of Democratic Reforms (ADR) finds that 24% of Rajya sabha members face criminal cases. The analysis also found that 203 of the 229 MPs or 89% of those analysed had declared assets over ₹1crore. The nexus of corruption and politics is also a pressing concern. Does it mean that politics is only for corrupted, criminals and affluent people ? Would it be a hindrance to attract people with integrity and commitment to be a part of the political process in this country ?. Answers to this question remains elusive.</span></div>

Aiming high to build a community of principled public leaders, working to make India a global inspiration for inclusive democracy; Hemakshi Meghani graduated from the Harvard Kennedy School in public policy and Prakahr Bhartiya completed his masters in public administration from Columbia University are in a daring pursuit. After successfully organizing Democracy Express and She Represents- a week long programme introducing youth to different pathways to politics and building a community of future principled leaders, Indian School of Democracy is venturing into an year long programme. After seven decades of independence, we are not at a stage to say that our democracy is working for all. <span style="font-family: "times" , "times new roman" , serif;">There are two types of covid test, RT-PCR/Reverse transcription polymerase chain reaction (Viral) and Rapid Antigen Detection Tests (RADT) or antigen test. Antigen tests are very fast but RT-PCR test is longer and complex. The antigen test hints the possibility of infection by finding the presence of viral proteins , but its absence does not mean the person is not infected, hence ICMR and other agencies cautioned to limit this antigen test only in containment zones or high spread regions and to do RT-PCR followed by antigen test, whereas the RT-PCR test looks for the RNA of the virus and its results are mostly accurate and reliable. Despite these facts, Delhi Government hugely resort to antigen tests (75%) and conduct tests at random places which may derail the containment strategy. </span></div>

As per the report by the Hindu, Delhi formally began using antigen testing kits on June 18 and has accelerated their use since July. From June 18- July 16, Delhi has conducted 305,820 antigen tests, Of these, 285,225 tests came ‘negative’. Of them, 1,670 (1/200 or about 0.5%) were chosen for re-test by RT-PCR and 262 of these were confirmed positive. However, of those re-tested with RT-PCR, around 15% test positive, which is higher than the antigen test positivity of 6%;report says. It's alarming as the testing strategy is more relied on less unreliable antigen tests ( Affidavit by Delhi Government says 2-3 antigen test for one RT-PCR ) when antigen tests are limited to high risk zones only as it may miss as many as half of those who are actually positive. That is, if antigen tests account for most of Delhi's increased testing rates, they may be missing a lot of cases, driving the case numbers down. </span></div>

This is very misleading in the context of nearly 90% covid cases are asymptomatic. </span></div>

When the total number of confirmed positive cases in Delhi so far is around 1.3 lakhs and the probability of infected as per the serological survey is around fifty lakhs, this is a healthy emergency as 77% are vulnerable to the virus. It also revealed that a PCR test caught only about 1 in 50 who are infected by the virus. This undermines claims by the Delhi government of its ability to contain infection spread. The COVID crisis is ever growing ! It becomes unaffordable for locked down people, migrant labourers, and to an extend to governments. The fight is now literally shifted between virus and hunger. Millions of migrant labours are stranded at various places and a large number of daily wage earners are miffed with the means of food. How long government and NGOs can reach to the needy, it's practically challenging. How much we can witness the heart breaking pains of human faces.<br />

Though risky, steps are inevitable to bring back migrant labours to their home states before loosing their patience as it's a matter of survival.<br />
<br />
Government shall think of organized shifting of people to their home towns through special trains/buses after required health check ups in controlled manner keeping the mandates of social distancing in practice. Hence people can atleast take care of their food and stay with their own dear ones. It will reduce the burden of hunger relief efforts and grievances redressals of government amidst challenges to maintain social distancing at hunger relief camps/centers. At last, it's a fight between virus and hunger and we may not be able to test the patience of people striving to find a something to feed themselves.<br />

The scenario looks a long lasting persistence. State governments are supposed face the concerns of labour shortages especially in construction sector as an aftermath of migrants retur. It's the time to create a brigade of skilled workers where deficit and demand see. Plans have to be chalked out to mitigate the manpower shortage by badging and branding of new plumbers, electricians, construction assistants, masons, agricultural practitioners etc based on requirements. However improvements in public service delivery are also reflected in the GDP of the country as well. Making the service delivery hassle free to citizens through transparent, affordable, and accountable manner shall be the core agenda of governments. This requires developing technology enabled customer-centric models in par with private sector which are putting citizens at the heart of service delivery design. It was in this realization government of Delhi has initiated an innovative scheme known as the doorstep delivery of public services which is a first of the kind in the country. The main purpose of the scheme is to improve transparency, accountability, and responsiveness of the government and to add inclusiveness in the public service delivery system by ensuring equitable access to disadvantaged sections especially women, scheduled categories, and the poor. </b></span><br />

This is a great relief to common public as they don’t want to be in the brave snaking queues or taking leave from their work for getting their services done from government. They just want to book their appointment for the government representative through the 24x7 call centre number 1076, online or any of the designated government offices. Government representative called ‘mobile sahayak’ will visit their doorsteps during their preferred slots between 7.00 A.M to 10.00 PM. Now the applicants can handover the required document to the mobile sahayak for further processing. The services will be get delivered in fifteen days. The scheme now covers seventy services from twelve departments including all services from revenue and transport department like caste certificate, income, domicile and marriage certificates, new water connections, driving license, vehicle registration, scholarships, pensions etc. Applicants have to appear before the officer in certain services like driving licence and marriage registration where physical presence is mandatory. Citizens will be charged with a nominal amount of fifty rupees as facilitation charges which is subsidized by the government. </b></span><br />

The opportunity costs involved like availing off or loosing livelihood are also need to be considered. Apart from this, the extra fees they had to incur for computer centre charges, informal intermediaries, bribes etc. It is revealed that an average of four times an applicant had to visit offices for getting their services delivered and to spend thousands if touts are involved. This exploitation was basically due to the lack of knowledge and unfamiliarity towards technical terms and low digital literacy. Once the full fledged call centre and mobile sahayayaks were in place such concerns become weeded out and the scheme emerged as a one stop solution for government services. The doorstep scheme brought a grinding halt to tentacles of touts and eventually corruption. Presence of touts sharply reduced after the launch of the programme as citizen has easy access to the government services at very reasonable cost. </b></span><br />

Timely delivery of services is always a paramount concern of the public. Delhi is one of the states where right to time bound services is assured. Compared to other windows the doorstep scheme is maintaining a minimum SLA period (deadline for delivering the service) of fifteen days for all services where as the former was exceeding thirteen days in many cases. The same is subjected to the scrutiny of public as it comes under the ambit of right to information act. Furthermore applicant can view the real time status of their application through online or from call centre. As per the e-SLA rule respective officers are also liable for penalization in case of breaching of SLA. It is also crucial to have a strong system of redress of public grievances which incorporated in the scheme. During the last one year Delhi government has disposed on 2.15 lakh requests, completing around 99.5% of the services booked. Receiving around 13.69 lakh calls, the call centre became an information disseminator in public service delivery. </b></span><br />

Within a short span of time the doorstep delivery scheme evolved as an excellent public service design in government. </b></span><br />

Being a new initiative in the governance it takes time to percolate to public. The task of sensitizing people to get rid from the concerns regarding procedural ambiguity, patterns followed for a long time for availing public services, and misinformation by intermediaries was huge. Our government is in a pursuit of massive awareness mode to empower citizens to sensitize about their rights. It was equally important the continuous capacity building and consultations among government officials to build trust and cooperation. Government is now moving ahead with plan of making doorstep the single window for all kind of public services to make sure that citizen is at the centre of governance.</b></span></span></div>

However the Manipur government on 8th sep 2018 launched a Citizen Facilitation Centre (CFC) for specified categories and announced 'GO TO VILLAGE' scheme on 1st May 2018. 60 villages and 60 constituencies have selected. However, it's implementation was still vague. Kerala has a model called 'Akshaya' launched in 2002. Those are again CFCs at every panchayat and towns. This scheme also required digital skills for citizens to avail at home.</span></div>

The third is doorstep delivery, where the success rate is 91%, whereas only 9% of applications get rejected. This is due to mobile Sahayaks’s intervention to ensure that all documents are complete and attached in the right order along with the applications,” he added. </span><br />

The current disposal rate is about 95% and the remaining 5% under process, said the government. “The top services under this scheme is issuance of caste [OBC] certificate [21%], issuance of caste [SC] certificate [19%], issuance of income certificate [17%], learners license [8%], issuance of domicile certificate [5%], registration of marriage [2.5%], issuance of delayed birth order [1.8%],” an official statement said.</span></div>

under which the volunteers would function to deliver various government services to the citizens at their doors. The government sources said that the

and to eliminate corruption at all levels of administration in the state. Also,
the volunteers will identify various problems faced by people under their
jurisdiction and will bring them to the notice of the gram panchayat for

schemes. There will be one volunteer for 50 households. The government will
spend Rs 1,200 crore per annum to employ about four lakh volunteers from
villages to take the benefits of government service to the doorstep of
beneficiaries in rural areas. Besides the normal rule of reservation, women
would be considered for 50 per cent of the posts within each category.</span><br />

report revealed that the number of well-entrenched touts in some of the Delhi
government offices in Civil Lines, Mall Road, Burari, Janakpuri and Matiyala
had reduced sharply within two months of the scheme's launch. The programme
launched in in last September 2018 has overwhelming response from the citizens. More than ten lakhs request were handled under the programme. There are 150 mobile sahayaks, 200 call centre executives, and 50 dealing assistants are working under the programme. The programme envisaged to implement in three
phases which comprises of a total of hundred services. Government is planning to make DSD a single window inorder to curb touts and intermediaries. A dedicated professional project management unit is constituted and hired an agency to strengthen the operation of the scheme.</span></div>

According to some researchers, the camera surveillance systems in the UK discourage criminals and thus preventing crime. London has managed to bring down crime by 80 per cent by the use of CCTVs. Scholars have concluded that increased offender apprehension, increased natural surveillance, publicity, and improved citizen awareness are potential mechanisms of CCTV‐generated crime reduction. CCTV was associated with a 16% reduction in crime, which was a significant effect. This effect was driven by a 51% reduction in crime in the car park schemes, with CCTV in the other settings having small and nonsignificant effects on crime. Estimates from the United Kingdom suggest the presence of over 4.2 million cameras, a ratio of 1 per every 14 citizens. In the United States, 49% of local police departments report using CCTV, with usage increasing to 87% for agencies serving jurisdictions with populations of 250,000 or more. Philadelphia’s CCTV cameras generated a 13% reduction in overall crime, a 16% reduction in disorder, but no change in serious crime.</span></div>

A mobile sahayak (government facilitator) will reach the location of the applicant to collect documents and to apply for the services. Certificates will be delivered in 15 days at their doorstep. Citizen will be offered with timely updates of the progress of application processing. They can also reach the call centre to track the progress of their application and raise complaints any.</span><br />

After the general election, there see a lot of frustration and self righteous rage among intellectual hubris and liberals who predicted doom of BJP. The Modi effect was suffice to score over all other agenda.<br />

At the outset, many myths are to be set apart. Clamours over voting machine were proved futile as no variations happened with the count of VVPATs. Second, communal politics was not the sole reason for BJP resurgence as around 10% increase of muslim vote share of BJP has observed. Thirdly, BJP votes increased in the categories like overall 6%, rural 10%, SC/ST 17 % and farmers 5 %. By and large all caste equations went wrong especially in UP - the gateway to Delhi.<br />

BJP is an ethno national party, infact with the exception of UP and Chhatisgarh entire central and north India is now firmly in the thrall of BJP leaving no space for any opposition. It's is a fact that having a cadre structure, BJP and RSS wrere strategically worked at grassroots to assure that developmental schemes are reached at people. Many takers of gas, toilet, bank account, farm benefit scheme etc. were seen cheering for Modi that turned to votes.<br />

Though Balakot attack was not directly influenced voters, the emerged nationalists thoughts certainty boosted the persona and leadership capability of Modi to a large extent. BJP cleverly handled media to get rid from negative spread of the party and Modi. Also, when opposition deralied in uniting against BJP, Amit Sha the Chanakyan of BJP succeed to tie key alliances. After a huge setback in Delhi , Aravind Kejriwal is now willing to work together with Narendra Modi accepting the mandate of people. In Delhi the real losers are AAP. When BJP increased its vote share 10% ( 46.63 to 56.60) in terms of 2014 vote share and congress bounced back with 15.22 % to 22.43 % registering an increase of 7.21%, AAP dropped 14.93%, having a dip from 33.08 % to 18.15 %. As per report, three AAP candidates are likely to lose deposit.<br />

Even though the pre-poll arithmetic suggested AAP-Congress alliance would defeat BJP, post poll data proved other wise. Its atleast less than five percentage of the BJP in each seat. The alliance in west together got only 37.38% while BJP got 60.06. How ever, the impact of real alliance would have different.<br />

After the sweep, BJP eyes Delhi assembly by utilizing the momentum. Party workers had been instructed to focus on AAP vote bank (slums and unauthorized colonies) cementing booth level activities and sensitizing people about the huge benefits of same government both at centre and state to counter AAP statehood plank and unfulfilled promises of AAP.<br />

At the same time, some independent observers foresee the possibility of of imminent clashes between governments and aubsequent suspension of Delhi Govt to expedite the transition. The Exit Poll Results sound hyperbolic to many as it looks too far from realities even to the expectations of the winning parties. It's a fact that exit polls were proved wrong in all cases where no apprent anti ncumbency prevailed. Irrespective of accuracy, here are the reasons:<br />

1. Hoax Barging :- Pro party workers are likely to massively poll for a particular party or have done reboot polls. This is very probable in a party having cadre structure. If urban capture and youth dominance aswell happened (due to online acces) in the polls, results were certainty affected and favored Modi.<br />

2. Non-response bias: - Sample may consists of more from the supporters of failing candidate than from from winning candidate.<br />

3. Social -desirability bias :- People would have lied pollsters as they went with a populist trend eventhough not voted. 2. 46 % wants to give this government a second chance.<br />

3. Voters are more likely to vote on the basis of the party and the PM candidate<br />

5. Satisfaction with Modi government continues to be highest in cities<br />
<br />
6. Young voters are more satisfied with the government<br />
<br />
7.Half the respondents Acche Din seem to have arrived again<br />

8. Close to half the Hindu felt that the BJP should get another chance<br />

9. Muslims were the least enthusiastic to vote (four of every 10 not sure of voting) and the upper castes were the most enthusiastic (seven of every 10 saying that they would surely vote). When India is at the pinnacle of its democratic process, it's neither development nor humanity the point of discussion. It's hate, caste and fear determines who should rule them.</div>

In south, a group polarized in the name of God, in north and centre, communal voices prevail. In West Bengal and North East, lakhs are quarantined questioning their citizenship. Thousands are pulped up on what to eat and not to eat, what to say and not say, what to and not do. When Dalits are the real dwellers of this land from time immemorial, they are being thrown in to dumps. Many institutions are coloured with religious vedanta including even the content of education propaganda which has to decide the destiny of the nation. Its is a hard truth that education alone will not help us to get rid from the craze of religious sentiments which is stark in Kerala where many caste colurs patronise politically as all caste groups subscribe to some political ideologues just to retain their stake. India seems not safe for minorities to stay. </div>

Quoting Karl Marx, religion is the opium of people and sigh of the oppressed, Indians now move to the fear by Vivekananda's 'lunatic asylum' with all its extremes. These young people are poised with all of the potential and energy to be our next generation of leaders, workers and parents. </span><br />
<span style="font-family: "georgia" , "times new roman" , serif;"><br />That's why the United Nations has decided to celebrate youth through the first ever World Youth Skills Day on July 15, 2015. Fostering the acquisition of skills by youth will enhance their ability to make informed choices with regard to life and work and empower them to gain access to changing labour markets and viable employment opportunities.<br />While many of today’s youth inhabit a world of unlimited opportunity and possibility, millions more are being left out.<br /><br />Youth represent 25 per cent of the total working age population but make up 40 per cent of the unemployed (ILO, FAO, 2015).<br />An estimated 400 million youth worldwide – or about one third of all youth aged 15 to 24 – suffer from a deficit of decent work opportunities (ILO, FAO, 2015).<br />Almost 74 million young people (aged 15 to 24) were looking for work in 2015 (MDG Report, 2015).<br />Youth, especially young women, continue to be disproportionately affected by limited employment opportunities and unemployment (MDG Report, 2015).<br />Globally, the youth unemployment rate is almost three times higher than the rate for adults (MDG Report, 2015).<br />Sixty-three million youth were out of school in 2012 (EFA, 2015).These youth are stuck – left at crossroads with little opportunity to reach their full potential due to a lack of employment opportunities and a lack of education and basic skills. Unfortunately, with few choices, many youth are vulnerable to a life of poverty or violence.<br />To solve this crisis, we must first acknowledge we have a problem. It starts with awareness. While taking a trip down the memory lane, he reached at the alma mater where his dreams and aspirations nurtured and fostered. It was impossible to simply pass his friends ! The jubilant days spent with his comrades and the exuberant lush and dusty mud trials in the hinterlands ashore the backwater indulged him to make it repeat once again. <br /><br /><br />He is not a student; but an Indian Administrative Service officer. After emerging out from the Civil Service Examination with flying colors, he was decided to organize a get together with his old folk of thirteen at the higher secondary school in Alappuzha district. Being a first batch student of Kerala Higher Secondary department, widely known as Plus Two, he was the only passed-out from that school. <br /><br /><br />"It was difficult to trace my friends. After strenuous efforts, I manged to contact eleven of my of friends, only nine of them agreed to meet. However, every one had certain excuses, being have multiple engagements. To a surprise, one of my friends informed his inability to come, as he cannot think about moving out of his office, where a quiet good number of people work. Another friend was apprehended that if I spend one hour for this program, I may lose five thousand rupees. A good majority were in the same page; and at last, when the day came, only four turned-up". She is a philanthropist involved in admirable number of humanitarian missions, who has spent her early span of life in Germany doing research in medicine. She runs a charitable trust which is involved in the rehabilitation of a commendable number of orphans and hosts a day care centre for senior citizens, where they gather and spend an entire day together once in a week. <br /><br />She was enlightened by the ASAP mission and decided to be a part of the same by whole heartedly donating an acre of her land free of cost, from the 2 acre plot where lot of other similar activities are also being planned by her with the support for setting up a community skill park. She commented that ASAP is the only mission which is likely to impact a positive socio economic change in the state ultimately contributing to the prosperity and well being of the nation.<br /><br />"Thrissur, the cultural capital of Kerala is home to an umpteen number of philanthropists, patrons and humanitarians. When India is fast becoming a global super power and blessed with demographic dividend, imparting necessary skill sets to the youth population emerges as an immediate area of concern for policy makers and development scientists. The case is not different in the case of Kerala, around one third of the population falls in this category. </span></div>

<span style="font-family: Georgia, Times New Roman, serif;"><br />Despite these facts, the employment rate, as per National Sample Survey of India, is 12.6%. The registrants in the Kerala employment exchange are 43 lakhs. Also, when countries like Korea and Mexico have achieved levels of 96% and 78% respectively in skilling, our people have simply below 20. This most disturbing fact needs to be mull over to expedite the existing pace of skill development in Kerala.</span></div>

Being the objective was to look in to the engagement of youth (15-29) in Kerala, an analysis of the targeted population was vital. Moli, (2007) (Kerala Youth, A demographic Analysis) reported that 27.6% of the population falls in the category of youth (15-29). The detailed analysis inferred that 32%, 10%, and 58% are in the sub-categories Adolescent (15-19), early-adulthood (20-24), and Adulthood (25-29) respectively. Based on this categorisation, a revised analysis based on the 2011 Census has been done and presented in the (Table. 1). It is imperative to note that the skilling category of ASAP,Adolescents (15-19) is 3006443.</span></div>

Among these, skill infrastructure of Kerala needs to be explained.<br />It is significant to note that around 4.8 lakhs people pass secondary school ever year, whereas higher secondary has an enrolment capacity of 3.5 lakhs. Also, the strength of degree colleges in Kerala is around 2 lakhs. When different technical institutions (ITI and Poly Technique) produce 45, 000 students every year, Vocational education arm of higher secondary of Kerala enrol around 30,000 every year. </span></div>

<span style="font-family: Georgia, Times New Roman, serif;"><br />It is estimated that the number students in graduate engineering 40,000, engineering diploma holders 12,000, ITI certificate holders 47, 000 and skill certified candidates through vocational Training providers 5,000 and other sectors account for 1,50,000 (SSDP). Also, the skill infrastructure of Kerala consists of 73 Government ITIs, ™47 SC/ST Development ITIs, ™454 Private ITIs, ™68 VTPs (Vocational Training Providers), 5 Centres of Excellence ITIs under domestic funding, 7 under World Bank aided scheme, and 21 under PPP schemes, 21 ITIs & 2 SCDD ITIs apart from skill development Initiative scheme based on Modular Employable Skills (MES) ™and apprenticeship training is imparted under National Apprenticeship Act (DETK).</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">Changing the negative perception associated with vocational education and focusing on mobilization of candidates on the same: A major challenge in the skills arena is the mobilization of candidates, partly because of the socio-cultural attitude towards bluecollared jobs. It is also evident that lack of awareness is a major reason for the relatively poor response to skill development opportunities. The skills policy envisages awareness generation and information dissemination on the part of all the implementing agencies be it the Central Government, state government or the private agencies. A major initiative would be made in creating and raising awareness among the target groups about the benefit of skill development, employment and learning opportunities and also about support schemes that enable them to participate in training.</span></div>
